How to become a homeowner

CTSL supports eligible members in realizing their home ownership dreams through two main pathways: 

  • Toea Homes — offering affordable, serviced land allotments and homes in secure, well-planned communities. 
  • Member Housing Advance Scheme (MHA) — allowing qualifying members to access part of their superannuation savings for home building or purchasing costs. 

Members who have contributed continuously for five years or more can apply for these housing benefits. Our dedicated team assists members throughout the process, from eligibility checks to securing your new home. 

Toea Homes

Toea Homes is CTSL’s flagship residential development project, created to provide quality, serviced land and affordable home ownership options exclusively for our members.

Member Housing Advance Scheme (MHA)

The Member Housing Advance (MHA) is a superannuation benefit designed to support members in acquiring, building, or improving their homes. 

Who’s Eligible? 

  • Members with at least five continuous years of contributions to the Fund. 

What Can the Advance Be Used For? 

  • Buying a residential property 
  • Building a new home 
  • Renovating or extending an existing property 
  • Settling outstanding home loans 

How to Apply: 

  • Complete the MHA application form available on the CTSL Forms Page 
  • Submit the form with all supporting documents to the CTSL office 
  • Our Member Services team will guide you through the approval and disbursement process

What is Toea Homes?

Toea Homes is a residential development initiative by CTSL offering serviced land and house-and-land packages to eligible members.

Members who have made continuous superannuation contributions for five years or more are eligible.

You can use it to build, buy, renovate, or settle a home loan on a residential property.

No — the MHA is strictly for personal residential properties intended for owner-occupancy. 

Yes, the amount is subject to the Fund’s rules and your total eligible superannuation balance.

Whether you’re transitioning to retirement, joining a new employer, or experiencing unemployment, CTSL is here to help you access your benefits and navigate life after service with confidence. 

Retirement & Pensions

Upon retirement, CTSL members become eligible to access their superannuation benefits, providing financial security for life after active service. 

Key Retirement Benefits Include: 

  • Lump Sum Payment — A one-time payment of your total superannuation balance. 
  • Pension Option (for Defined Benefit Scheme members) — Eligible members may receive a monthly pension for life, ensuring ongoing financial support in retirement. 

Retirement benefits are processed in accordance with the Superannuation (General Provisions) Act 2000 and the rules of your scheme, whether Defined Benefit or Accumulation. CTSL’s Member Services team is available to guide you through your retirement application and benefit options. 

Transferring to a new employer 

If you leave the disciplined forces and join a new employer, you have options regarding your superannuation: 

  • Transfer Your Super to an Authorized Super Fund: You may transfer your accumulated benefits to another licensed superannuation fund of your choice in Papua New Guinea. 
  • Access Eligible Funds: In some cases, a portion of your balance may be accessed upon resignation, subject to the Fund’s rules and the Superannuation Act. 

To initiate a transfer, members must complete the relevant withdrawal or transfer form and submit it to CTSL with supporting documents. Our Member Services team will assist in ensuring a smooth transition of your funds. 

Unemployment Benefits

If you become unemployed, CTSL provides support through access to your superannuation benefits in line with legal and fund requirements: 

Eligibility for Unemployment Withdrawal: 

  • You must be unemployed for a continuous period, verified by a statutory declaration and supporting documentation. 
  • Benefits will be paid in accordance with the Fund’s rules and the Superannuation (General Provisions) Act 2000. 

To apply, members are required to submit a benefit claim form [links to relevant form], evidence of unemployment, and a statutory declaration. CTSL will process your application and disburse eligible benefits upon approval.

Flare Namaliu is a technology and governance professional with experience across Papua New Guinea’s telecommunications, financial services and technology sectors. She has held senior roles with Huawei Technologies, Connected PNG Ltd, Credit Corporation PNG Ltd and CPL Group PNG Ltd, with expertise in digital transformation, cybersecurity, ICT strategy and corporate governance.

Flare is currently Executive Director of CPL Group PNG Ltd and Managing Director of Digital Transformative Partner Ltd, where she advises organisations on technology strategy, digital transformation and ICT governance. She brings valuable experience in technology oversight, risk management and organisational transformation to the CTSL Board.
