Should Papua New Guinea Increase Superannuation Contributions?

Papua New Guinea and Fiji share the Pacific, but they are preparing their workers for retirement very differently.

Today, PNG’s compulsory superannuation contribution rate is 14.4%, while Fiji mandates a combined 18% contribution from employers and employees.

At first glance, a difference of 3.6 percentage points may seem insignificant. It isn’t.

Over a working lifetime, that additional saving compounds into a substantially larger retirement balance. Assuming identical investment returns, a Fijian worker is likely to retire with around 25% more superannuation savings simply because more money was invested consistently over decades.

This demonstrates one of the most powerful principles in finance:

Small differences, consistently applied over long periods, create extraordinary outcomes.

Superannuation is far more than a payroll deduction. It is a national savings system that determines whether future retirees live with dignity, financial independence and security. Higher long-term savings also create larger pools of domestic capital, strengthen capital markets, reduce future dependence on government support, and provide more investment capital for national development.

As PNG’s economy grows and incomes rise, perhaps the time has come for a national conversation involving government, employers, employees, unions, superannuation funds and regulators on progressively increasing compulsory contribution rates.

Three options could be considered:

A. Increase contributions from 14.4% to 16% as an immediate and achievable first step.

B. Match Fiji at 18%, ensuring PNG workers are not disadvantaged relative to one of our closest Pacific neighbours.

C. Set a long-term national target of 20%, positioning Papua New Guinea among the region’s leaders in retirement preparedness and national savings.

The conversation should not be about what workers sacrifice today.

It should be about what they gain over the next 30 or 40 years.

Retirement is a financial goal, not an age.

The decisions we make today will determine whether tomorrow’s retirees merely survive—or retire with dignity, independence and financial freedom.
